Quinn, Jr., the Senior Principal of Litigation for Hourigan, Kluger, & Quinn’s Personal Injury Team, focuses on personal injury, medical malpractice, product liability, including crashworthiness and automobile defects, auto accidents, truck and tractor-trailer accidents and highway design defect cases. Allan M. Kluger Senior Principal, Commercial Department < Back As the Senior Principal at Hourigan, Kluger, & Quinn, Allan Kluger sets a high bar for all the other attorneys in the firm. Usually the first to arrive at the office and the last to leave, Attorney Kluger’s work ethic and commitment to client service have been the benchmark by which all of his colleagues measure their own performance. Attorney Kluger is one of Luzerne County’s longest-practicing lawyers and has been honored numerous times for his service, including the President’s Award from the Luzerne County Bar Association. A Wyoming Seminary Preparatory School and Amherst College graduate, Attorney Kluger started practicing after earning his law degree from the University of Pennsylvania Law School in 1952. His practice focused primarily on business law, transactional work, real estate, wills and estates. When asked about his tireless work ethic, he jokes, “I flunked the course in sleeping. But seriously, I come in so early because I love what I do, and it gives me the opportunity to give the kind of service I want to give to my clients.” Attorney Kluger has been named a Pennsylvania Super Lawyer and has for many years been named by Martindale-Hubble as an AV Preeminent, evidencing the highest level of professional excellence. He served on the Pennsylvania State Ethics Commission from 1991 to 1998 by appointment of the Governor of Pennsylvania, and he has served on numerous boards throughout the region. He has been honored with the B’nai B’rith Outstanding Citizen Award and was the first recipient of the Ethics Award given by the Ethics Institute of Northeastern Pennsylvania. Allan has also received other awards, including the Wyoming Seminary Distinguished Service Award, the Anti-Defamation League Distinguished Community Service Award, the Boy Scouts Distinguished Citizen Award, Temple Israel’s Pillar of the Community Award and the Wilkes-Barre Chamber of Commerce Distinguished Citizen Award, and he was the recipient, together with his wife, Sue, of the first Lifetime Achievement in Philanthropy Award presented by the Greater Pocono Northeast Chapter of the National Society of Fundraising Executives. Richard M. Goldberg Of Counsel < Back Attorney Richard M. Goldberg is of counsel at Hourigan, Kluger & Quinn. He consults with the legal team on a variety of issues. Attorney Goldberg was formerly part of the firm’s Business Team. He started with HKQ in 1964. He was widely regarded as the dean of labor law in Northeastern Pennsylvania. A graduate of Dickinson College and Dickinson School of Law, Attorney Goldberg holds a Master of Laws degree in Labor Law from Temple University Law School. In 2006, he was given the President’s Award by the Luzerne County Bar Association for his service to the legal community. He is also the recipient of a special President’s Award from the Pennsylvania Bar Association for outstan ding leadership. He has been designated a Pennsylvania Super Lawyer in the areas of employment and labor law every year since 2005 and was ranked a Top-Rated Lawyer for 2013 in the same areas of practice by American Lawyer Media and Martindale-Hubbell, a national lawyer-rating firm. He was selected for inclusion in the 2024 edition of “The Best Lawyers in America” in the area of Employment Law - Management and Labor Law - Union. In addition to his career as an attorney, Attorney Goldberg had an extensive military career, having retired with the rank of Colonel from the U.S. Army Reserve. He served as the Chief of Staff of the 79th Army Reserve Command at the Willow Grove Naval Air Station and also served three-year stints as the commanding officer of the Army Reserve Centers in Hanover Township and Scranton. He is the recipient of numerous medals and commendations, including the Legion of Merit and three Meritorious Service Medals. Attorney Goldberg has also been very active in the Jewish community, having served as President and Chairman of the Board of Trustees of Temple Israel and President of the Jewish Community Center of the Wyoming Valley, both in Wilkes-Barre. He is the recipient of the B’nai B’rith Community Service Award and the Jewish Family Service Distinguished Service Award. Along with his active involvement in the Jewish community, Attorney Goldberg has also been involved in the educational community of Luzerne County. He has served on the Board of Trustees of Wyoming Seminary for over 20 years, serving as Chairman of the Board of Trustees from 2012 - 2018. Attorney Goldberg began his legal career as a clerk to Pennsylvania Supreme Court Justice Benjamin R. Jones. He went on to serve as Luzerne County Assistant District Attorney, Deputy Attorney General of Pennsylvania, Executive Assistant to the Attorney General of Pennsylvania, Chief Legal Counsel for the Pennsylvania State Police, an examiner with the Pennsylvania Board of Law Examiners for 27 years, and Chief County Solicitor for Luzerne County. He is admitted to practice before all Pennsylvania courts and federal District Courts, the U.S. Third Circuit Court of Appeals, and the U.S. Supreme Court. Attorney Goldberg is a member and past President of the Luzerne County Bar Association and a member of the Pennsylvania Bar Association, where he served on its Board of Governors and House of Delegates. He is also a member of the American Bar Association, where he served on numerous committees and chaired the Standing Committee on the Unauthorized Practice of Law. Attorney Goldberg is additionally a member of the American Judicature Society and a fellow of the College of Labor and Employment Lawyers. He was recognized with a special award from the Dickinson School of Law Alumni Association’s Northeastern Pennsylvania Chapter for his leadership and many years of service to his alma mater. Dickinson Law has also welcomed Attorney Goldberg to its Leadership Council Advisory Board. A resident of Wilkes-Barre, Attorney Goldberg is married to Rosemary Chromey.
