Attorney Brian Q. McDonnell Attorney < Back Attorney Brian Q. McDonnell graduated from Scranton Prep in 1998 and received a bachelor’s degree in history and political science from Lehigh University in 2002. During his junior year of college, he completed the Washington Semester Program at American University in Washington, D.C., and interned at the Justice Department’s Office of Justice Programs. In his senior year of college, Attorney McDonnell traveled to Hong Kong and mainland China with Lehigh University’s Martindale Center of the College of Business and Economics. There, he met with various government and business leaders and gathered data on the impact of economic restructuring on Hong Kong’s workforce. His research was published in the Martindale Center’s journal Perspectives on Business and Economics. As a President’s Scholar at Lehigh, Attorney McDonnell earned a tuition-free fifth year, which he used to attain a master’s degree in political science in 2003. Following Lehigh University, he received a full scholarship to Penn State University’s Dickinson School of Law. During law school, Attorney McDonnell was a member of the Penn State Law Review. As a law student, he interned at the Governor’s Policy Office in Harrisburg, was a summer law clerk for Judge Peter Paul Olszewski Sr. of the Superior Court of Pennsylvania, and was a Summer Associate at Hourigan, Kluger & Quinn Law (HK&Q®) . He also studied abroad at the University of Florence School of Law. Attorney McDonnell graduated from The Dickinson School of Law in May 2006 and passed the Pennsylvania Bar Examination in July 2006 on his first attempt. After graduating from law school, he chose to return home to northeastern Pennsylvania and serve the community where he was raised. He began working for Hourigan, Kluger & Quinn Law as an associate in August 2006 and has remained here ever since. Attorney Giarratano has experience representing victims of police brutality and of discrimination in housing, employment, and education. Attorney Giarratano was honored as a member of the Woolsack Honor Society because she graduated in the top ten percent of her law school class. Attorney Giarratano also received CALI Awards for earning the highest grade in her class in Business Entities, Evidence, and Pennsylvania Criminal Law. Originally from Mountain Top, Pennsylvania, Attorney Giarratano received her Bachelor of Arts degree summa cum laude from Wilkes University. She continued her education with a full scholarship to Penn State Dickinson Law, where she earned a Juris Doctor degree cum laude . Of Counsel Richard M. Goldberg Of Counsel < Back Attorney Richard M. Goldberg is of counsel at Hourigan, Kluger & Quinn. He consults with the legal team on a variety of issues. Attorney Goldberg was formerly part of the firm’s Business Team. He started with HKQ in 1964. He was widely regarded as the dean of labor law in Northeastern Pennsylvania. A graduate of Dickinson College and Dickinson School of Law, Attorney Goldberg holds a Master of Laws degree in Labor Law from Temple University Law School. In 2006, he was given the President’s Award by the Luzerne County Bar Association for his service to the legal community. He is also the recipient of a special President’s Award from the Pennsylvania Bar Association for outstan ding leadership. He has been designated a Pennsylvania Super Lawyer in the areas of employment and labor law every year since 2005 and was ranked a Top-Rated Lawyer for 2013 in the same areas of practice by American Lawyer Media and Martindale-Hubbell, a national lawyer-rating firm. Attorney Lars H. Anderson Attorney < Back Attorney Lars H. Anderson is an attorney at Hourigan, Kluger & Quinn (HK&Q®) , PC law firm, where he practices in the firm’s Kingston, Pennsylvania office. His practice focuses on labor and employment law, commercial litigation, and zoning/telecommunications law. Attorney Anderson has repeatedly been recognized as a Pennsylvania Super Lawyer and/or "Rising Star," an annual distinction reserved for no more than 2.5 percent of all Pennsylvania lawyers. He has also been added to Best Lawyers for Employment Law - Management and Litigation - Labor and Employment for 2024. Attorney Anderson’s principal area of practice is labor and employment law. Due to his representation of both employers and labor unions, he brings a unique perspective to labor cases and has additional strategies to resolve disputes in an efficient and practical manner. He has handled numerous labor arbitrations for clients covering topics such as contract interpretation and termination/discipline of employees. A large part of Attorney Anderson’s practice is advising clients on the collective bargaining process and strategy. For many clients, he acts as the lead negotiator during contract negotiations. Additionally, he represents clients, both labor unions and employers, in union organizing campaigns and decertification proceedings. Attorney Anderson also provides guidance and representation regarding employment practices. He has drafted hundreds of handbooks and policies for clients and advised them on how to handle all manner of employment-related issues. He performs independent sexual harassment investigations and has successfully defended clients against various types of employment discrimination claims and unfair labor practice charges. He has appeared before the Pennsylvania Labor Relations Board and National Labor Relations Board and has litigated matters in both state and federal courts. Attorney Anderson has litigated and effectively resolved various commercial cases, including breaches of contract, disputes involving non-competition agreements and trade secret issues, and employment disputes. In his zoning/telecommunications practice, Attorney Anderson principally represents developers in the siting and development of wireless communications facilities, commercial warehousing, and retail facilities. He personally has appeared at hundreds of municipal and zoning meetings on behalf of developers throughout northeastern Pennsylvania. Attorney Anderson is active in the Pennsylvania Bar Association and was the Chair of PBA YLD from 2014 to 2015. He is on the Executive Council of the PBA’s Labor and Employment Law Section and was the Chair of the Section from 2017 to 2018. He was also the Chair of the PBA’s Community and Public Relations Committee and was a member of the PBA’s Board of Governors from 2013 to 2016. Attorney Anderson is very engaged in the community. He is a member of the Wilkes-Barre Rotary Club and sits on the board of directors of the Greater Wyoming Valley Chamber of Commerce and Luzerne County Head Start. He is also the President of the Wilkes-Barre City Little League. Attorney Anderson lives in Wilkes-Barre with his wife and two children.
