Attorney Terrence J. Herron Attorney < Back Attorney Terrence J. Herron has focused his law practice on commercial, financing, transactional, and estate planning for more than 40 years. He joined Hourigan, Kluger & Quinn's Business Team as an attorney in 1985. Attorney Herron has participated in multiple stock and asset acquisition and divestiture transactions for small and mid-market business clients in industries such as manufacturing, distribution, and transportation. His practice has a strong concentration in the estate planning field in areas such as wills, trusts, business powers of attorney, and family business entities. During a leave of absence from Hourigan, Kluger & Quinn (HK&Q®) from 1999 to 2005, Attorney Herron served as the Executive Vice President and Chief Operating Officer of Gans Communications, a private, multimillion-dollar enterprise that conducted business in multiple jurisdictions. He held primary responsibility in formulating and executing business- and professional-level strategic initiatives. Because of his unique background in law and business, he is able to advise clients with expertise in both areas. Attorney Herron has two advanced postgraduate degrees from the New York University Law School Graduate Legal Studies Division, where he earned a Master of Laws degree in taxation, and from the University of Chicago, where he earned a Master in Business Administration (MBA) degree. Attorney Anjelica N. Singer Attorney < Back Attorney Anjelica N. Singer joined Hourigan, Kluger & Quinn (HK&Q®) in October 2025. She earned her Juris Doctor from Penn State Dickinson Law. She is admitted to practice law in the Commonwealth of Pennsylvania. Attorney Singer works in HKQ’s Commercial Department. She is dedicated to serving individuals and families across northeastern Pennsylvania. Her focus areas include banking, commercial litigation, elder law, and estate planning. While at Dickinson Law, Attorney Singer was an active member of the National Appellate Moot Court Team. She served on the executive boards of both the Women’s Law Caucus and Criminal Law Society. Senior Principal, Commercial Department Allan M. Kluger Senior Principal, Commercial Department < Back As the Senior Principal at Hourigan, Kluger & Quinn (HK&Q®), Allan Kluger sets a high bar for all the other attorneys in the firm. Usually the first to arrive at the office and the last to leave, Attorney Kluger’s work ethic and commitment to client service have been the benchmark by which all of his colleagues measure their own performance. Attorney Kluger is one of Luzerne County’s longest-practicing lawyers and has been honored numerous times for his service, including the President’s Award from the Luzerne County Bar Association. A Wyoming Seminary Preparatory School and Amherst College graduate, Attorney Kluger started practicing after earning his law degree from the University of Pennsylvania Law School in 1952. Attorney Kathleen Quinn DePillis Attorney < Back Kathleen Quinn DePillis, an attorney at Hourigan, Kluger & Quinn (HK&Q®) , joined the firm in 1994 in the firm’s then-Allentown office, practicing medical malpractice defense and handling numerous cases to verdict as sole/lead trial counsel. In 1999, she took a hiatus from practicing law to raise her family and returned to the firm in 2007, working part-time doing legal research and brief writing for the firm’s major plaintiff personal injury cases, including medical malpractice, motor vehicle collision, product liability, and elevator injury cases. Attorney DePillis resumed full-time, active practice of law in July of 2020 and since then has been involved in the litigation, mediation, arbitration, trial and/or settlement of multiple, complex multi-million dollar cases. Of Counsel Richard M. Goldberg Of Counsel < Back Attorney Richard M. Goldberg is of counsel at Hourigan, Kluger & Quinn. He consults with the legal team on a variety of issues. Attorney Goldberg was formerly part of the firm’s Business Team. He started with HKQ in 1964. He was widely regarded as the dean of labor law in Northeastern Pennsylvania. A graduate of Dickinson College and Dickinson School of Law, Attorney Goldberg holds a Master of Laws degree in Labor Law from Temple University Law School. In 2006, he was given the President’s Award by the Luzerne County Bar Association for his service to the legal community. He is also the recipient of a special President’s Award from the Pennsylvania Bar Association for outstan ding leadership. He has been designated a Pennsylvania Super Lawyer in the areas of employment and labor law every year since 2005 and was ranked a Top-Rated Lawyer for 2013 in the same areas of practice by American Lawyer Media and Martindale-Hubbell, a national lawyer-rating firm. Attorney Nicole M. Santo Attorney < Back Nicole M. Santo, an attorney at Hourigan, Kluger & Quinn, P.C. and a member of the Personal Injury Team, joined the firm in 2010. Kluger is the Head of the Commercial Department and one of the two managing partners at Hourigan, Kluger & Quinn (HK&Q®) . In addition to serving on the boards of banks, corporations, and educational institutions, Attorney Kluger served as the Chairman of the Board of the Greater Wilkes-Barre Development Corporation, was a member of the Executive Committee of the Board of Directors of the Greater Wilkes-Barre Chamber of Business and Industry, and was Vice Chair of the Governance Committee of the Board of Directors of the Luzerne Foundation. He also previously served on the Board of Directors of AAA Valley Automobile Club, the F.M.
