Brian Gabriel is an experienced attorney who brings his extensive expertise in labor, employment, and municipal law to the team at Hourigan, Kluger and Quinn (HK&Q®). Before joining HKQ, Brian served as the Deputy City Attorney for the City of Lodi, CA. As the primary legal advisor on labor relations, employee negotiations, and disciplinary matters, Brian has extensive experience guiding executive leadership on complex municipal law issues.
Prior to his Deputy City Attorney role, Brian honed his skills as a Labor and Employment Attorney with Mastagni Holstedt, A.P.C., where he represented both private and public employees in labor grievances, administrative investigations, and collective bargaining negotiations. His tenure as Legal Counsel for the California Association of Highway Patrolmen further underscored his proficiency, where he provided critical legal support to a labor union representing 14,000 active and retired members.
Brian’s diverse legal background also includes valuable experiences as an Associate Attorney at prominent law firms such as Young, Minney & Corr LLP and Wood, Smith, Henning & Berman LLP, as well as roles with the United States Attorney’s Office and the Office of the Secretary of Defense. In the United States Marine Corps, Brian served as a Platoon Sergeant and Assistant Operations and Training Chief. His military experience instilled strong leadership skills and a commitment to excellence under pressure.
Graduating with a Bachelor of Arts in Political Science from Temple University, Brian later deepened his legal expertise at Pepperdine University School of Law, where he earned a Juris Doctor and a Certificate in Alternative Dispute Resolution. During his time at Pepperdine, Brian demonstrated leadership as President of the Veterans Legal Society. His exceptional accomplishments have been recognized with the 2024 Northern California Super Lawyer Rising Star award.
